This Permit Authorizing Individual (PAI) course is industry-specific safety training tailored for Maritime and Ship Building, Maintenance, Modernization, and Repair.

Upon successful completion of the class, students will receive a PAI Certification Card.

OSHA 10 hour Maritime training is offered at the Illustra Training Facility as a live, in-person class, as well as virtually via online video conferencing. Both options are fully accredited by OSHA.

Students may enroll in either English- or Spanish-language class offerings for Permit Authorizing Individual Training. Our instructors are bilingual and provide training as well as curriculum support in either language.

Permit Authorizing Individual (PAI) Maritime Safety Training

Permit Authorizing Individual (PAI) training for those who will be responsible for hot work permits and ensuring that hot work is performed safely and according to permits. Tailored for maritime industry ship building, maintenance, modernization, and repair.

Course Overview:

Permit Authorizing Individual (PAI) is the individual (or individuals) designated by a company to conduct a visual inspection of the area before and during hot work to ensure it is free from fire hazards. In this Permit Authorizing Individual course attendees will receive training for hot work oversight including learning how to:

  • Determine if any flammable materials, hazardous processes, or other potential fire hazards are present, or likely to be present in the work area where hot work is to take place.
  • Ensure the appropriate number and location of designated fire watch personnel, extinguishing equipment, and fire protection measures.
  • Maintain communication with fire watch personnel if conditions 29 CFR 1915.508(b), (c), and (e) change during hot work that could result in or contribute to the spread of fire.
  • Communicate to assigned Fire Watches of any restrictions or authorizations related to the hot work activity.

PAI(s) must follow the duties and responsibilities of the Fire Protection employer policies and procedures. They must be familiar with the Fire Safety Plan. They also need to be familiar with Confined Spaces restrictions specified in Marine chemist certification.

If any changes occur during hot work that have the potential to result in or contribute to the spread of fire (e.g., introduction of flammable/ combustible materials), Fire Watches must contact PAIs who are responsible to provide instructions on how best to restore safe conditions.

It is recommended that PAIs and Fire Watches work in conjunction to follow policies and procedures established by OSHA, NFPA, and company Fire Protection and Safety plans before Hot Work operations commence.

Who Should Take This Course:

This course is intended for supervisors, foremen, managers or designated safety administrators and any employee who has completed hot work safety training and is interested in becoming a Permit Authorizing Individual (PAI).

Employees with Safety Responsibilities

Any employee who is responsible for safety protocols, procedures, oversight, or general safety measures as part of their job in the Maritime Industry.

Supervisors / Managers

Supervisors and Managers responsible for overseeing employees’ safety while working in the production, assembly, and repair of maritime vessels.

Fire Watchers

Designated Fire Watch  personnel interested in expanded training on working with PAIs and/or adding PAI to their skillsets.

NOTE: This (PAI) Permit Authorizing Individual Training course is different than firewatch and hot work training. While not required, it is strongly recommended that attendees have previously completed Fire Watch Training: OSHA Fire Watch Certification and Training

Compliance & Certification:

Satisfies NAVSEA mandate that all contractors conducting hot work onboard military vessels must have a PAI designated and assigned, and NFPA and OSHA requirements for hot work safety.

Upon successful completion of the class, students will receive a Permit Authorizing Individual certificate of completion.
