OSHA Fire Watch Certification and Training

OSHA Outreach Training for Fire Watch employees on how to identify fire safety risks and take essential measures to extinguish various classifications of fires. Tailored for maritime industry shipyard and ship repair.

Course Overview:

OSHA Fire Watch Certification is an intensive hands-on course for training workers to be a qualified Fire Watcher,  responsible for overseeing all hot work activities, including extinguishing small fires and stopping all hot work activities when unsafe conditions arise.

Hot work has the potential to ignite combustible or flammable material that can quickly grow out of control and result in the injury of workers and loss of property. Shipyard work involving riveting, welding, burning, grinding, drilling, abrasive blasting, and the use of powder-actuated tools, or similar spark- or fire-producing operations are considered hot work that can result in fire or explosion. Because hot workers are concentrating on their own work and would not be able to react quickly enough should a fire ignite, the person performing the hot work cannot be his or her own Fire Watch. Wherever hot work is being performed, OSHA requires employers to post one or more Fire Watch personnel responsible for observing hot work activity for the detection of, and response to, fires during hot work operations.

Fire Watch students will learn about their duties before, during, and after hot work, how to identify potential fire safety risks, and what actions are essential for avoiding or extinguishing various classifications of fires commonly seen in the shipyard.

 Topics covered include:
  • When a Fire Watch is Required
  • Fire Watch Duties & Responsibilities
  • Fire Protection & Detection
  • Emergency Response Protocols
  • Hands-on PASS Method Extinguisher Training
  • Communication & Documentation
  • Stopping Hot Work
  • Hot Work By-products & Post Hot Work Monitoring
  • Employee Responsibilities
  • Employer Responsibilities

Who Should Take This Course:

A fire watch must be trained and competent in fire prevention, fire-fighting techniques, and shipyard safety procedures. They should not have other duties that would interfere with their monitoring role.

Both workers and employers in the Maritime Industry will benefit from this fire watch training.

For Workers:

Hot workers and employees or supervisors who will be responsible as a Fire Watcher require training to detect fires that occur in areas exposed to hot work, and how to quickly respond with necessary measures to prevent fires from advancing beyond the incipient stage.

For Employers:

Employers are responsible for protecting all workers from fire hazards in shipyard employment. OSHA requires employers to post a fire watch responsible for observing hot work activity for the detection of, and response to, fires during hot work operations. Employers are also required to create and maintain a written fire watch policy that specifies the requirements for employees performing fire watch duties. [29 CFR 1915.504]

This fire watch training will help employers understand fire watch policy requirements, the duties and responsibilities of their Fire Watch personnel, as well as employer (or Permit Authorizing Individual (PAI)) responsibilities for visually inspecting the area to ensure it is free from fire hazards and safe for hot work.

Hot Workers

Workers who perform welding, cutting and heating work including brazing, or similar flame or spark-producing operations in and on ship vessels or shipyards.

Shipyard Employees / Supervisors

Employees  and supervisors involved in, or overseeing, the production, assembly, and repair of maritime vessels with hot work operations.

Hot Work Employers

Companies  in the maritime industry employing workers for hot work and other potentially hazardous fire-related operations.

Compliance & Certification:

Upon successful completion of the class, students will receive a Fire Watch Certification card, valid for one year.

FAQs:

What is a fire watch?
A fire watch is the person or persons responsible for continuously observing hot work activity for the detection of, and response to, fires during hot work operations. A fire watch has the authority to stop work if necessary and conduct essential steps for restoring safe conditions within the hot work area.
Does OSHA require Fire Watch?

Yes. OSHA’s ‘Shipyard Fire Protection’ standard 29 CFR Part 1915, Subpart P requires employers to train fire watch workers for shipyard employment. Fire watches for general and construction are also required under OSHA general industry standard 29 CFR 1910.252 and NFPA 101 3.3 91 and 51B codes.

Why is fire watch required during hot work in a shipyard?
Due to the high risk of fire, a fire watch is required to monitor the area where hot work is being performed. Shipyards often contain combustible materials, confined spaces, and flammable liquids, making fire hazards a serious concern.
Who can be a fire watch?

A fire watch must be trained and competent in fire prevention, fire-fighting techniques, and shipyard safety procedures. They should not have other duties that would interfere with their monitoring role. A fire watch must carry their current Fire Watch Certification while preforming duties.
